Which of the human ancestors first had articulate speech?

Scientists all over the world to this day cannot come to a single point of view about human speech. Some believe that the first person who could use articulate speech was a Cro-Magnon, others think that he was a Neanderthal. But the truth is always somewhere in between. In fact, they could make sounds and the semblance of words, but not the fact that they could speak articulately.
