Which state structure in ancient Egypt or in Athens seems fairer to you?

I believe that the state structure of Athens was much more just. After all, almost all residents of the city could take part in management there. It turns out that real democracy flourished in Athens and there was the rule of law. In Egypt, the country was ruled solely by the pharaoh. He, like any other person, could make mistakes, which caused both political and economic problems in Egypt. At the same time, no one had the right to object to the Pharaoh, since he was considered the representative of the gods on earth.
