Who announced the beginning of the Great Patriotic War to the Soviet people?

June 22, 1941 V.M. Molotov, Commissar for Foreign Affairs of the USSR, informed the entire Soviet people that Germany had attacked the Union. Molotov also announced the start of the Patriotic War against the invader.
