Who is the main driving force behind historical development – great personalities or masses?

All history has been created by people, that is, the masses. From the mass of people a leader is nominated who conquers the majority with his ideas and it follows him. Without the support of the people, not a single great leader could take place. No major historical event can happen without the masses. A revolution without the people would not make sense. Leaders without an army would not have become famous in battles. Great personalities are great in that they know how to predict the desire of the masses that have not even formed in their minds. The masses of the people are the locomotive of the evolution of mankind.
