Who was considered to be the holder of power in Greece?

Generally speaking, tsars ruled in Greece, however, basically the power in this ancient state was elective. For example, in ancient Athens, the ruler was elected for a certain period of time. Later, when Solon’s reforms took place, all free citizens began to take part in governing the state.
