Why are legal norms combined into codes?

Each legal norm refers to one or another branch or sub-branch of law. For example, some norms relate to civil law (Civil Code), others – to administrative (Administrative Code). In order for a person to be able to separate the norms of various industries, they are combined into the corresponding codes.
