Why are the boundaries of time zones not always drawn strictly along the meridians?

There are 24 time zones in the world. This is due to the difference in the amount of sunlight on different meridians of the Earth. However, in reality, the boundaries of time zones do not pass strictly along the meridians. This is done for the convenience of people living in a certain area. It can be located in different meridians, and its border will run in the middle of the city. It turns out that residents of neighboring streets will live in different time zones. In order for the entire city and even the subject of the Russian Federation to be in the same time zone, their boundaries were changed to match the boundaries of the regions. Thus, all people in a given territory have the same time, and no one gets confused.
