Why are the leaves not burned in the forests, but in the gardens and parks they burn?

By burning leaves in parks, a person harms the environment, only so that fallen leaves do not interfere with a good view. Leaves must not be burned: neither in gardens, nor in parks, and especially in the forest. Rotting leaves form a breeding ground for lower plants, animals and insects, therefore the forest has the most nutritious soil. Also, in forests, leaves are not burned because: no one needs it, because the forest itself can cope with the foliage; and the main reason is that there may be a great fire that will burn all the trees in the forest.
