Why are the Octobrists called moderate liberals?

The Octobrists (Union of October 17) are considered moderate liberals, because they were supporters of limiting the tsarist power, but opponents of the overthrow of the monarchy.
The Octobrists advocated restricting the rights of workers in state enterprises to strike, inviolability of property, equalizing the rights of peasants and selling them state land. We advocated a unitary centralized economy without granting autonomy to regions other than Finland.
