Why are there different social sanctions for violation of different social norms?

Crimes are divided into administrative and criminal. Criminal offenses are the most serious and the punishment for them is more severe. It would not be fair if for crimes of different severity they were punished in the same way. Imagine that a young man accidentally breaks a shop window. The second young man robbed the old woman and she had a heart attack. What punishment should be if you need to come up with the same? It will not be fair anyway. If the punishment is light, let’s say correctional labor, then it turns out that the second person was practically not punished for the crime. It is justice that determines what the punishment will be.
