Why are vents for airing rooms placed at the top of the window, and radiators at the floor?

The location of the windows and the radiator is based on the simplest law of physics: warm air rises and low air falls.
The vents are used to ventilate the room, that is, to get rid of warm air, therefore they are located on top, where the concentration of warm air is greater.
And radiators are used to heat cold air in the room, so they are located at the bottom, where there is more cold air.
