Why can’t it be argued that there is a universal way of movement in any habitat?

For aquatic habitats, fins will be effective, which will exert greater resistance to the water, helping the animal move faster. At the same moment on land, the fins will only interfere, because with the presence of fins, it is impossible to move easily and even more so to overcome obstacles. Consequently, from this, the limbs of a person are well adapted to walking and climbing, according to various irregularities, but in water they are very inferior to the very same fish. What is useful in the aquatic environment is of little use on land.
