Why did Athens become the most powerful city-state?

Athens was able to rise from the 6th century BC. Then in Athens, after the reform of Solon, there were great positive changes that made Athens an attractive city for the rest of the Greeks. In the 5th century BC, Athens led the war against the Persian Empire. During the reign of Pericles, Athens and Athenian democracy flourished.
