Why did Charles the Great divide his empire into counties?

The main reason for the division of Charlemagne’s Empire into counties was the impossibility of correct management of such significant territories. The emperor did not have time to follow the events that took place on the outskirts of his country, which is why he could not fully understand what was happening and fight it.
Due to the fact that he divided the Empire into smaller counties, a representative was assigned to each territory, for often they were sons or people close to the Emperor.
They competently managed this territory and promptly informed the ruler about the problems and their solutions.
