Why did Napoleon not raise the people to fight the opponents of France after the Battle of Waterloo? There could be a different turn of events than the one that happened.

Returning from exile to the island of Elba, Napoleon again developed an aggressive policy. So began 100 days of his next reign, but they ended after the Battle of Waterloo. He no longer roused the French people to revolt, because he had few supporters of military action. To maintain his policy, he appointed his son Napoleon 2 as emperor. But if his liberation movement had not been suppressed, then perhaps the dictatorship of Napoleon Bonaparte would have been established in the country.
