Why did Napoleon surrender to England and not Russia?

Napoleon Bonaparte surrendered to England after the defeat of his troops in 1812 near Moscow. The reason for this decision of Napoleon could be that in England there was a more loyal attitude towards the invader. Perhaps he hoped for political asylum on the territory of this country. He did not want to surrender to the Russian troops for the reason that a large number of his soldiers fell in the battle with the Russian troops. After that, the Vienna Congress was organized, and the further fate of France and Napoleon was decided. He was exiled, and a new system of relations was established in the world.
