Why did Roosevelt establish diplomatic relations with the USSR?

At the same time, the USSR significantly increased its purchases of products on the foreign market. Economists cite the numbers: 50-70 percent of US sales came to the Soviet Union. However, Mr. Hoover and his administration obstructed this process. American business was losing income, and the USSR was not getting the products it needed.
