Why do floating leaves of aquatic plants have stomata on the upper side, while leaves immersed in water have no stomata at all?

The stomata are the adaptations of plants for gas exchange. For terrestrial plants, which receive oxygen from the air, stomata are needed, while aquatic plants, which receive oxygen from water, do not.
