Why do minors end up in places of detention?

Criminal liability in the domestic legal order begins at the age of fourteen. It is believed that a child at this age is already able to understand what actions should not be performed. I would like to note that in different periods of Russian history, the age at which criminal responsibility began varied. The list of acts for which criminal responsibility occurs is contained in the Criminal Code of the Russian Federation. The older a person becomes, the more the circle of criminal offenses expands.
