Why does the rate of evaporation of water depend on the type of substance?

In order for a molecule of a substance to fly out of it, it must overcome the forces of mutual attraction of neighboring molecules of a given substance. The molecule must acquire such kinetic energy that it is enough to overcome the energy of interaction with neighboring molecules. The force of interaction (energy of interaction) between molecules in different substances is different, therefore, different kinetic energy is needed to break it. Therefore, the rate of evaporation for different substances is different, it is easier for molecules of one substance to break bonds with surrounding molecules and leave them, and more difficult for others.
