Why does the state issue laws?

The state creates laws to regulate interpersonal and group relations, or, to be more precise, to suppress immoral actions in interpersonal and group relations. When creating laws, the state relies on the norms of public morality. Laws eliminate chaos in any society, thanks to laws, we can safely move along the streets, and almost every person, with rare exceptions, realizes his responsibility for the crime.
