Why don’t annual plants grow in the tundra?

The Tundra has a very cold climate, most of the year the land is under a layer of ice and snow, summers are short and not hot. Perennial plants have adapted to vegetative propagation. Annual plants cannot grow in this area because they do not have time to go through all the stages of seed formation for further reproduction.
