Why in the XVI century the export of wool decreases and the export of cloth increases in England?

In the 16th century, manufactories already existed in England, in which workers processed wool and made cloth from it. This happened because the finished material, processed, is much more expensive than the raw material, which is wool. In addition, the emerging manufactories provided the residents with jobs, and the people could not starve, but earn their ore. Thus, the government resolved two issues:
selling cloth brought in more money;
locals got jobs.
As a result, the country has become more developed than neighboring states.
