Why is the goiter well developed in granivorous birds, but poorly developed in insectivores?

The goiter in granivorous birds plays the role of a second stomach and partial digestion and grinding of hard seeds and fruits is carried out in it; for insectivorous birds, there is practically no need to additionally digest food, therefore their goiter is much smaller.
