Why is the law a normative act of the highest legal force?

The law is a generally accepted rule for all. Before it, everyone is equal, as all regulations are created on the basis of the Constitution, which in turn is the only basis for their formation. A new law or act cannot contradict the Constitution, or already adopted laws, this system is a monolith on which order is maintained within the state.
