Why is the Roman civilization not ranked among the sea, although the Roman Empire, like Greece, is located on a peninsula?

The land army nevertheless played a key role in the development of Roman civilization. At first, if the Greek city-states developed and grew rich due to the fact that there was active trade in the waters of the Mediterranean and Black Seas, they created colonies. The Romans, on the other hand, created colonies in provinces, sometimes remote, for example, they founded the modern city of Cologne. Many brilliant military victories were won by the Romans thanks to their land army – the siege of Carthage, campaigns in Gaul and the Middle East. The main value in Rome was land, and not sea trade routes, like the Greeks.
