Why is there no state without legal relations?

The basis of the existence of any state is an ordered system of interaction between members of society. There are only two main effective regulators of social relations – moral norms and legal norms. At the same time, morality is formed regardless of the role of the state, and also changes for a rather long time in the minds of people, sometimes even over several generations. For this reason, at the present stage of development of society, the only regulator can be only law, which ensures stable and orderly interaction between each member of society.
