Why Italy and Germany were unable to create a single state?

In the Middle Ages, Italy and Germany were fragmented kingdoms in which local feudal lords had great power. At the same time, there were no strong leaders who would strive to unite the country into a single state. Thus, for many centuries in Germany and Italy there were many separate kingdoms, duchies, principalities and counties, which often competed and fought with each other.
