Why liberal transformations caused not appeasement in the society, but the expectation of further reforms and activation of revolutionary forces.
Liberal reforms were carried out by Alexander II in the 19th century. The reforms were carried out from above, therefore, they were more of a formality for the population. For example, the abolition of serfdom put the peasantry in a more difficult position: now the peasants had to pay the ransom payments for freedom and land, which were set by the landowner. Only the rich could be elected to the bodies of city and local self-government, which prevented all estates from taking part in the life of the state. Therefore, the revolutionary forces intensified, which did not expect results from any reforms.
