Why prokaryotes, which arose in the history of the Earth earlier than eukaryotes, did not produce highly developed organisms in the process of evolution?

Just prokaryotes in the process of evolution gave rise to more developed organisms – eukaryotes. Eukaryotes evolved from prokaryotes. They have already obtained membrane organelles such as the nucleus, mitochondria, vacuoles, plastids, lysosomes, and others. The simplest eukaryotes have evolved into more complex organisms in the course of evolution. These are mushrooms, plants and animals. Prokaryotes would not be able to develop immediately into multicellular animals. This required millions of years and various transitional organisms that received new mutations.
