Why was it not possible to reform socialism in the countries of Eastern Europe?

Socialism is a clear system of the existence of the state for society. That is, in a welfare state, citizens will feel reliable protection (for example, payments, freedom of speech, etc.). But in practice, socialism has become a good basis for the dictatorship of the communist party. The totalitarian systems of state governance have already been destroyed, and socialism has not succeeded in reforming socialism in the countries of Eastern Europe, because it is a kind of screen for the political one (for people who have power in their hands).
