Why was the Roman republican government unable to maintain order in the state?

The state structure of the Roman Republic is, on the one hand, the standard of state structure of its time, but at the same time there were moments that led to the collapse of the republican model of government in the state. There are two main problems that the Roman Senate could not cope with. The second problem was the non-settlement of the conflict between plebeians and patricians.
