Why was there no common capital in Phenicia?

The Phoenicians are a people of merchants and sailors. They did not have a single state. Each city was itself a state and tried to make sure that no one from the outside got into its internal affairs as little as possible. The lack of common statehood and the priority of free trade for the Phoenicians became a national feature. They could put up with foreign power, taxes, military obligations, if only they were allowed to live and trade as they were used to. This is what led to the constant and practically bloodless transition of this territory between various ancient states.
