Why were Athens better than Sparta?

Humanity is constantly evolving and history shows that a civilization that does not know how to adapt is dying. So in Athens, from ancient times, culture developed, literacy existed at a high level, democracy originates from this particular civilization. Sparta, on the other hand, was closed to new ideas, to development. The Spartans despised the theater, since it was a public expression of themselves, they did not have democracy, all power belonged to the tsar and the council. Sparta, unlike Athens, did not develop the economy, but lived at the expense of the war and therefore lost.
