Why were theater seats in Athens accessible to even the poorest citizens?

Even the poorest citizens could afford to visit the theater in ancient Athens, because the Greek authorities allocated money for this purpose to purchase entrance tickets for everyone. In the front rows of the theater were guests of honor (for example, the winners of the Olympic Games and priests), and the rest of the seats were paid. The tickets were made of lead with the sector number indicated.
