England was a powerful maritime country, possessed a powerful fleet and this allowed her to conquer a large number of colonies around the world. Of course, they needed to be controlled somehow. Each colony had local government bodies, which were appointed by England. Each colony was ruled by a governor. But this did not allow England to retain all of its North American colonies, which it lost in the 18th century. It was then that a new country was formed, which united several different colonies (states) and declared independence from England.
