They began to build railways and factories with factories as in Europe.
By the end of the century, a constitution and a parliament appeared, according to these indicators, Japan even overtook Russia (we have a constitution since 1918, and a parliament since 1906).
The emperor began to rule in the country instead of the shogun, instead of the possessions of the daimyo princes, prefectures were created.
